Here's another age old question: What is the difference between decoration and design?

A page can contain many elements, like photos, text, background colors, fancy headlines... when all of these elements are brought together in harmony, and the proper emphasis is placed on each element, so that the end result offers the viewer a clear impression, gives that viewer easily grasped information, then you have good design. When the page is put together with lots of pretty elements, but it is not easy to tell what is most important, we usually say the page has more decoration than design.

Decoration can add color, or a nice feeling to a page, but it usually does not help getting information across. Decoration doesn't really have a point, a direction, so it is what some people call "fluff". But a designer is always creating with a goal in mind, an audience to consider... a designer is responsible for the effect a page will have on the viewer.
